New house, old problem

Hello,
We bought a house in August, but the homeowner hasn't lived in the house for 1 year and some of the renovations they had done were not done correctly. For example, they had a shower cabin installed in the bathroom on the 2nd floor but never used it, and when we took possession of the house, we noticed water leaking from the 2nd floor to the 1st floor. We reported this situation and they admitted their mistakes and apologized. They called in an independent expert to clarify the matter, and the report indicated that there was incomplete workmanship. They said they would fix it, but for 2 months they've been stalling, saying they can't find anyone to do the work, and because of this leak there's a constant musty smell in the house. Can we have the work done ourselves and make them pay the invoice? Because they apologized in writing via email and shared the expert report with us. What can we do legally to resolve this situation?
