Wall painting

As seen in the pictures, there are some bumps near the ceiling on almost all interior walls of our house. I think this is wallpaper or plaster. We want these areas to be fixed, but we don't want all the walls to be painted completely. We want this to be solved locally, with the problem areas looking neat.
