Climate control and maintenance

Hello, we have two air conditioners in our home. They make a lot of noise when operating, especially one of them. The noise usually comes from the outdoor unit. In addition, my neighbor complains that there is noise even when the units are not running. I’m not sure if this is possible, but I would like these issues to be checked and also request a general inspection of the units. The brands of the units are Panasonic.
