Moisture problem / salt efflorescence

We have a serious moisture problem in our garden. On concrete blocks and between stones, continuous white salt efflorescence forms, even in dry weather. As seen in the photos, we have had part of it opened up. We are looking for an experienced specialist who can identify the cause and solve the problem permanently.
